Staffing Manual

The Staffing Manual formalizes the Government of Yukon staffing process so that staffing practices are consistent across the Yukon Public Service. It is both a process manual and a teaching document that outlines staffing issues.

The Staffing Manual is for human resource employees, line supervisors who hire staff and other employees who want to know how the system functions. The manual is organized around the steps usually followed in the staffing process.

The staffing process is established by legislation, policy and negotiated collective agreements (see Section 2 of this manual). We refer to the appropriate legislative, policy or collective agreement authorities throughout this manual. Because knowledge of these authorities is important to fully understand the staffing process, we encourage manual users to refer to them as they are mentioned.
