What is the First Nation Training Corps?

The First Nation Training Corps (FNTC) is an employment training program for Yukon First Nation citizens provided by the Yukon Public Service Commission, Corporate Human Resource Services Branch.

FNTC offers opportunities for people of Yukon First Nation aboriginal ancestry to receive training and employment experience in a range of occupations at various levels in the Yukon government. Training positions are also jointly sponsored by the Yukon government and First Nation governments.

FNTC offers on-the-job training and professional development that may be supplemented with courses, workshops and conferences by departments. Positions vary in length but most last from one to two years.

What are FNTC objectives?

The First Nation Training Corps supports progress towards building a Yukon public service that is representative of the people it serves.

  • FNTC encourages and promotes the external hire and internal promotion of Yukon First Nation citizens who lack the full working-level qualifications required for positions.
  • FNTC provides targeted training opportunities at all levels and occupations.
  • FNTC provides employment and training opportunities that significantly affect the corporate culture in terms of decision-making, service-delivery and role-modeling.

Who is eligible?

FNTC positions are restricted to persons of Yukon First Nation aboriginal ancestry.

How are positions developed?

FNTC positions are developed by a sponsoring agency of government including:

  • a Yukon government department or crown corporation; or
  • a Yukon government department or crown corporation working in cooperation with a Yukon First Nation government.

What is the approval process for FNTC positions?
  • A Yukon government department or crown corporation identifies a potential training position and submits a written proposal to the Workplace Diversity Employment Office (WDEO), First Nation Services.
  • The proposal outlines all aspects of the proposed training and includes a letter of support from the sponsoring department’s deputy minister.
  • The proposal is reviewed, assessed and approved by the WDEO in the Public Service Commission, Corporate Human Resource Services Branch.

How are FNTC positions filled?

When the proposal for an FNTC position has been approved, there is a recruitment process for hiring.

Recruitment and hiring is managed by the WDEO with the sponsoring department. If the FNTC position is jointly sponsored by the Yukon government and a Yukon First Nation government, the sponsoring First Nation is also part of the recruitment and hiring process.

The staffing process may be competition-based or, in the case of a joint Yukon government department/First Nation government sponsorship, a candidate may be exempted into the position.

How are positions funded?

The Yukon government funds the First Nation Training Corps but some positions are cosponsored with First Nation governments. The program covers employee costs including salaries and benefits and may also cover the cost of courses, workshops or conferences, travel or specialized equipment needed for the training such as uniforms.
